Purpose:

The California Department of Fish and Wildlife (CDFW) is seeking proposals for the design and installation of a fish barrier on Rough Creek in Mono County.

The barrier will be a permanent structure which must successfully exclude upstream movement of non-native trout from the Nevada portion of Rough Creek. Construction needs to be completed by August 2026. Proposals and designs should account for the remote location of this project.

Description:

Project proposal submittals should provide the following:

1.      Submit a Technical Report providing design basis, existing topography, site hydrology, and existing and proposed conditions hydraulic modeling demonstrating the project’s ability to successfully impede upstream passage of an 18-inch rainbow trout, for flows up to the peak of a 5-year recurrence interval storm.

2.      Submit design and construction details, including proposed materials and construction methodology, site access plan, site dewatering plan, and project implementation schedule.  Implementation must be completed by August 2026. The design shall meet requirements of NOAA’s “Anadromous Salmonid Design Manual (NOAA, 2022) for a combined velocity and jump height barrier.

3.      Applicants must submit a complete project budget with the Proposal. The budget must provide sufficient detail for reviewers to understand how the requested funds will be used, why the expenses are necessary, and how the applicant is estimating project costs. Eligible costs are project related costs associated with an eligible activity identified in the Grant Agreement.

Eligible costs can only be incurred during the project period specified in the Grant Agreement. All eligible costs must be supported by appropriate invoices, purchase orders, canceled warrants, and/or other records. Applicants should budget for all costs associated with project delivery, including any travel costs, permit fees, subcontractor costs, etc. Subcontractor costs must be reasonable and customary according to the circumstances of the Proposal.

·         Cost share, if applicable, is any portion of the project cost not funded by the awarding agency (CDFW) and provided by the applicant and/or other sources (e.g., private companies, nonprofit organizations, public agencies, and/or other entities). The cost share must support the proposed project and be spent during the grant term after the grant is executed.  While cost share is encouraged, it is not required as part of this Solicitation.
