Purpose:

The purpose of this RFA is to increase public awareness of Domestic Violence (DV), specifically Interpersonal Violence (IV), and support community-led efforts to adopt and implement primary prevention strategies that improve the scope and quality of services provided to victims of IV.

Description:

The California Department of Public Health, Injury and Violence Prevention Branch (CDPH/IVPB) anticipates releasing Request for Application (RFA): 25-10031, Local Training and Education Program for the Prevention of DV. CDPH/IVPB anticipates awarding up to one (1) local project with (3) three or more years of demonstrated experience and capabilities implementing local community organizing and/or public health policy, system, and environmental (PSE) change work.  ​

Funding will be available from State of California Penal Code Section 1203.097. The DVP Program anticipates funding one (1) project for a four-year contract term with an annual budget up to $292,800 for a total amount of $1,171,200 until June 30, 2030. Funding for each fiscal year is subject to the annual appropriation of revenues in the California State Budget Act.

Prospective Applicants are required to indicate their intent to submit an application. Failure to submit the mandatory Non-Binding Letter of Intent (LOI) will result in application rejection. The mandatory LOI is not binding, and prospective Applicants are not required to submit an application merely because an LOI is submitted. The LOI must be electronically submitted on the Applicant's letterhead and must be received by January 30, 2026 at 5:00 P.M. Pacific Standard Time (PST).* Submit the LOI to DVP.Program@cdph.ca.gov with subject line: “DVP Program RFA#25-10031 Mandatory Letter of Intent from [Agency Name].”

Electronic applications are required. All applications are due by February 19, 2026 at 5:00 P.M. PST.* Applications must be submitted electronically to DVP.Program@cdph.ca.gov with subject line: “DVP Program RFA#25-10031 Application Submission by [Agency Name].” The electronic date and timestamp will be used to verify on-time submission. Applications received after the due date/time will not be reviewed. Written questions for this RFA will be accepted until January 15, 2026 at 5:00 P.M. PST* by email to DVP.Program@cdph.ca.gov, and responses will be posted to the DVP Program Website on January 27, 2026.*
