Proposition 1 – Water Recycling
Details
Purpose:
The purpose of the funding is to provide technical and financial assistance to local agencies for the construction of water recycling projects that promote the beneficial use of treated municipal wastewater in order to augment fresh water supplies in California.
Description:
Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies.
Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; indirect potable reuse; and surface water augmentation.
Ineligible Uses: Operation and maintenance costs.
Eligible Costs:
Construction Grant Funding - Construction costs only
Construction Loan Funding - Planning, Design, and Construction
Eligible Communities: All community types are eligible for funding. This includes small and large communities, non-disadvantaged, disadvantaged, and severely disadvantaged communities.

Eligible Geographies:
All community types are eligible for funding. This includes small and large communities, non-disadvantaged, disadvantaged, and severely disadvantaged communities.
Matching Funding Requirement:
At least 50% local cost share must be provided by the applicant, through another funding source. Local cost share may be reduced for communities that meet the DAC criteria established in the Clean Water State Revolving Fund (CWSRF) Policy.
