Purpose:

OCPSC is partnering with community-based organizations across California to support outreach and enrollment assistance into public service programs to address and reduce social and health inequities in the most impacted communities. These organizations bring deep community knowledge and reflect the language, culture and lived experiences of the population they serve - enabling meaningful engagement and connection. 

 

Description:

Under this RFA, grantees will be responsible for conducting outreach and assisting individuals with enrollment into public service programs, including but not limited to CalKIDS and other programs featured within the California Community Resource Guide. To be eligible for reimbursement, enrollment assistance must involve direct, staff supported actions that result in a confirmed application submission and must go beyond simply sharing information. Priority initiatives may shift over time based on emerging statewide needs. OCPSC retains discretion to assign and shift programs throughout the grant term in response to those needs. Grantees must be prepared to quickly pivot between programs in response to emerging statewide needs and should have systems in place to rapidly scale outreach and assisted enrollment efforts as priorities shift.

Expected tactics to conduct outreach and enrollment assistance include, but are not limited to: one-on-one in office support to complete applications; In person trainings, workshops, and enrollment events that result in direct enrollment assistance; engagement at public events or high traffic areas with the goal of enrolling individuals on site; Phone banking, including outbound and inbound calls; And door-to-door canvassing that leads to direct enrollment assistance. Assisted enrollments involve documentation collection, interpretation, and coordination with relevant administering agencies. Grantee performance will be evaluated based on the number of individuals successfully assisted with enrollments.

In addition to direct outreach and enrollment assistance, grantees will be expected to conduct promotional outreach, such as posting information on social media, engaging with ethnic media, working with the news media, including messaging in communications tools, and distributing materials to further engage communities on OCPSC’s priority programs.
