HOME American Rescue Plan (HOME-ARP) Program – Rental Housing Development

Purpose:
The HOME-ARP program provides funding for the acquisition, new construction, and rehabilitation of rental housing for qualifying populations and low-income households in California through a competitive application process.
Description:
The HOME-ARP Program is a one time allocation awarded to to states, units of local government, insular areas, and consortia of units of general local government that qualified for an allocation of HOME funds in Fiscal Year 2021. Funding is intented to address the need for homelessness assistance and supportive services specifically for qualifying populations defined as homeless, at risk of homelessness, fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking and other vulnerable populations at risk of housing instability. HOME-ARP funding for this NOFA will provide capital loans and grants to developers, Tribal Entities and other organizations in non-entitlement jurisdictions for the development of affordable rental housing.
The Department will award HOME-ARP funds for the development of eligible multifamily rental projects in California through a competitive application process.

- Business
- Nonprofit
- Public Agency
- Tribal Government
Eligible applicants for HOME-ARP funds include organizations, agencies, Native American Entities, or other entities, or a for-profit or nonprofit entity. This NOFA will detail the requirements of all eligible applicants.
Eligible Geographies:
HOME-ARP funding will only be distributed to Applicants who intend to acquire, rehabilitate and/or construct affordable rental housing projects located in Eligible State HOME-ARP Jurisdictions.
