Purpose:

The California Air Resources Board (CARB) is seeking a third-party administrator (3PA) Grantee to implement a $40,000,000 commercial and industrial refrigeration-focused program. This is a competitive solicitation to select a 3PA Grantee.

Description:

The California Air Resources Board (CARB) is pleased to announce the opening of a competitive grant solicitation for a third-party administrator (3PA) Grantee to implement the F-gas Reduction Incentive Program (FRIP). FRIP’s goal is to promote the adoption of climate-friendly refrigerant technologies and reduce emissions of hydrofluorocarbons (HFCs), which are potent greenhouse gases. 

The 3PA Grantee will primarily support the implementation of FRIP and conduct outreach and provide technical expertise to potential applicants and applicants selected to receive incentive funding for the adoption of climate-friendly refrigeration technologies, i.e., FRIP Technical Grantees. In accordance with guidelines set forth by CARB, the 3PA Grantee will distribute funds to FRIP Technical Grantees for the adoption of climate-friendly refrigerant technologies, particularly ultra-low GWP technologies, defined as having a GWP less than ten.

This competitive solicitation is only open to California-based public entities (e.g., public agencies, municipalities, counties, special districts), or California-based nonprofit organizations with knowledge of and experience with the adoption of climate-friendly refrigeration technologies.
