Purpose:

The goal of the ESE PY 24-25 grant is to design, develop, and implement programs that will focus on the first step to transitioning participants into the workforce by placing individuals into employment, typically in a supported employment setting, to help them earn wages while building work experience, improve job skills and provide supportive services for the target population.

Description:

The ESE PY 24-25 grant will fund projects that design, develop, and implement programs that will promote job training opportunities and transitional employment through social enterprise programs for the hardest-to-serve individuals to provide economic self-sufficiency and life stability. This grant also seeks innovative projects that demonstrate effectiveness in providing jobs, support services, and on-the-job training (OJT) that allows participants to earn revenue from delivering products and services.

Awardees will serve the following special populations: disconnected young adults, justice-involved individuals, people with disabilities, long-term-unemployed individuals, older workers, and veterans. This program will build on the success of the ESE program model as the first step to employment stability and success for the target populations as a priority program intervention. The programs will also coordinate with the state's efforts across multiple agencies and departments to increase access and retention of transitional employment through Social Enterprises (SE)  to support recruitment, wrap-around support, case management, and job placement of program participants.

Proposals will be accepted from ESEs or ESE providers collaborating with the public workforce development system (WSD) and human service partners, non-profit organizations, and Community-Based Organizations (CBOs). Individuals are not eligible to apply.

Eligible Geographies:

Applicants to the ESE PY 24-25 grant may serve disconnected young adults, justice-involved individuals, people with disabilities, long-term unemployed, older individuals, English Language Learners, and veterans in disadvantaged communities across the State of California.

Matching Funding Requirement:

Applicants must demonstrate the ability to leverage a minimum of 20 percent of their budget with funds or services from other sources. The leverage needed for funds is based on the total grant funding requested. Applicants are encouraged to braid funds, leverage human capital, and utilize other resources to maximize the success of the project. Leveraged resources can come from a variety of sources.

Funding Source Notes:

The Employment Development Department (EDD), on behalf of the Labor and Workforce Development Agency (LWDA), announces the availability of up to $10 million in the Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary Funds for ESE PY 24-25.

The manner in which the grant funding will be delivered to the awardee. Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly).

Funding Method Notes:

The EDD will contact the subrecipients to finalize the contract details. The EDD may request that the contracts incorporate changes to the original project proposals. After all, exhibits are finalized, the awardee will officially enter into a contract with EDD to provide the services and serve the number of participants listed in the contract for the amount awarded.  The contracting process could take up to 5 to 6 months.
