Purpose:
The ETPP grants will be awarded to develop and implement projects that accelerate pathways to employment for populations facing significant employment barriers into high-demand occupations for good-quality jobs. The ETPP will develop skill-based pathways by integrating education and workforce training programs to align with the specific needs of to serve California’s highest-needs populations.
Description:
The ETPP grants will be awarded to develop and implement projects that accelerate pathways to employment for populations facing significant employment barriers into high-demand occupations for good-quality jobs. The ETPP will develop skill-based pathways by integrating education and workforce training programs to align with the specific needs of the state’s strategic industry sectors which will will not only ensure that individuals are connected to good-quality jobs but become better prepared to enter high-demand fields which aligns with the Governor’s People’s First and the Jobs First initiatives to help connect California workers to jobs and promote sustainable growth of the state’s economy.
Applicants must demonstrate the ability to leverage a minimum of 20 percent of their budget with funds or services from other sources. The leverage needed for funds is based on the total grant funding requested. Applicants are encouraged to braid funds, leverage human capital, and utilize other resources to maximize the success of the project. Leveraged resources can come from a variety of sources.
Proposals must be received by 3 p.m. on December 8, 2025. An informational webinar will be held on November 13, 2025 at 1:30 p.m. Pre-registration is required for all participants. Once the SFP releases, please refer to the EDD’s Workforce Development Solicitation for Proposals website for the preregistration link. To complete the preregistration, an applicant must fill out the pre-registration information. After successfully preregistering, a system-generated email will provide the webinar link.

The EDD encourages applicants to submit a notice of intent to apply by October 20, 2025, at noon PT to WSBSFP3@edd.ca.gov.

- Tribal Government
Proposals will be accepted from Local Workforce Development Areas (Local Areas) or boards, adult/education and training providers, community colleges, private non-profit organizations, tribal organizations, faith-based organizations, labor organizations, public agencies (local governments), and CBOs are eligible to apply.
Eligible Geographies:
The ETPP PY 25-26 seeks proposals that employ strategies that will expand access to high-quality, career-connected learning opportunities for Californians’ English Language Learners (ELLs); justice-involved individuals; opportunity young adults (OYA) who are not working, working in low-wage occupations, have a pattern of intermittent employment, or not in school; and veterans who face systemic barriers to employment.
