Purpose:

The Dam Safety and Climate Resilience Program purpose is to provide state funding for repairs, rehabilitation, enhancements, and other dam safety projects at existing state jurisdictional dams and associated facilities that were in service prior to January 1, 2023.

Description:

Dam safety and climate resilience projects must provide one or more of the following public benefits, in order of priority:

Protection of public safety. Restoration of water storage. Flood risk reduction. Enhancement of water supply reliability. Enhancement, protection, or restoration of habitat for fish and wildlife. Protection of water quality.

Dam safety and enhancement projects eligible to receive funding under the program include the following:

Dam repairs to allow water storage to full capacity. New spillway and spillway repair projects at existing dams. Dam and reservoir seismic retrofit projects.

Enhancement of water supply and downstream flood risk reduction such as implementation of Forecast-Informed Reservoir Operations.

One-time projects to remove sediment resulting from wildfires or extraordinary storm events.

Improvements to dam appurtenances to address dam safety-related deficiencies identified by the department.

The Department shall not award any funds under this section for raising dams, increasing reservoir space, or otherwise increasing water impoundment. 

Eligibility Requirements

To be eligible for DSCR funds, the following conditions must be met:

The dam must be a California State Jurisdictional Dam. The dam must have a downstream hazard classification, as determined by DSOD, of Significant, High, or Extremely High. The dam owner must be in compliance with DSOD’s dam safety program. The dam owner must not have any delinquent annual DSOD fees.   

Matching Funding Requirement:

A minimum match of 50 percent (%) of local cost-share (matching funds) is required. Local cost-share may include, but is not limited to federal funds, local funds, or donated services from non-State sources. Applicants may propose a reduced local cost-share if the project would cause extreme financial hardship to the grant recipient and the dam poses an unacceptable public safety risk.

The 2023 Dam Safety and Climate Resilience Local Assistance program solicitation is using funds authorized by the California Budget Act of 2023 (Stats. 2023, Ch. 51, Sec. 35.) (Budget Act). 

The manner in which the grant funding will be delivered to the awardee. Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly).
