Purpose:

The Revolving Loan Fund (RLF) Grant Program purpose is to help facilitate assessing and cleaning up contaminated sites by granting funds to nonprofits, tribal entitles, and local governments.

Description:

The RLF Grant Program provides grants to help nonprofits, tribal entities, and local governments who are not potentially liable under CERCLA section 107 assess or clean up brownfields that they own. DTSC accepts applications continuously, subject to fund availability. In 2023, there is not sufficient funding in the Revolving Loan Fund, therefore DTSC is not accepting applications at this time.

Eligibility Requirements

Eligible Applicants:

  • Nonprofit
  • Public Agency
  • Tribal Government

Eligible borrowers include non-responsible local governments, nonprofit organizations, and tribal entities.

Eligible Geographies:

Site must be in California.

The United States Environmental Protection Agency (U.S. EPA) initially provided the funding for the program.

In 2023, there is not sufficient funding in the Revolving Loan Fund, therefore we are not accepting new applications at this time.
