Purpose:

To support start-up costs for recycling programs, which shall be limited to recycling centers, mobile recycling, reverse-vending machines, or bag drop programs. These funds are also available to existing recycling centers for the purpose of establishing mobile recycling to expand outreach. No more than 50% of these funds shall be used for any one type of program from the following list: mobile recycling, reverse vending machine, or bag drop.

Description:

The fundamental goal of the Program is to support start-up costs for mobile recycling programs to increase the California Refund Value (CRV) beverage container redemption opportunities that utilize innovative projects.

Eligibility Requirements

Eligible applicants include: 

• Existing Certified Recycling Center. An existing certified recycling center is defined as an operation certified by CalRecycle to accept empty beverage containers and pay California Refund Value (CRV) to consumers. 

• New Recycling Center Business. A new recycling center business is defined as an applicant who intends to apply, and is eligible to become, a certified recycling center. 

Eligible Geographies:

Private entities must be authorized to conduct business in the State of California, by either being registered and in good standing with the California Secretary of State as a business located in California, registered as a foreign (out-of-state or out-of-country) business, or in the process of obtaining a business license issued by a California city, county, or city and county.

The Department of Resources Recycling and Recovery (CalRecycle) offers the Beverage Container Redemption Innovation Grant Program pursuant to Senate Bill (SB) 101 (Chapter 12, Skinner, Budget Act of 2023) and Assembly Bill (AB) 107 (Chapter 22, Gabriel, Budget Act of 2024). The purpose of the grant is to support start-up costs for recycling programs, which shall be limited to mobile recycling programs.
