California Opportunity Youth Apprenticeship Grant Round 1

Purpose:
The California Opportunity Youth Apprenticeship (COYA) Grant is a new funding source to develop and test innovative practices to increase the participation of opportunity youth in pre-apprenticeship and apprenticeship programs, and to demonstrate the impact of apprenticeship on employment and earnings outcomes for opportunity youth.
Description:
The COYA Grant Program received $20 million in FY 2022-2023 and another $20 million in FY 2023-2024. The COYA Grant aligns with Governor Newsom’s “Freedom to Succeed” Executive Order, which tasks key state education and workforce leaders to develop a Master Plan on Career Education to guide the state’s efforts to strengthen career pathways, prioritize hands-on learning and real-life skills, and advance universal access and affordability for all Californians through streamlined collaboration and partnership across government and the private sector. This COYA Grant is a key mechanism to achieve this outcome, specifically with a focus on opportunity youth and connecting them with supported pre-apprenticeships and apprenticeship programs.
The COYA Grant program includes 4 grant types:
Pre-Apprenticeship Planning Grant (COYA-PP)Funding amount – up to $300,000 Grant duration – 1-2 years
Apprenticeship Planning Grant (COYA-AP) Funding amount – up to $500,000 Grant duration – 1-2 years
Pre-Apprenticeship Implementation Grant (COYA-PI) Funding amount – $500,000 to $2,000,000 Grant duration – 2.5 years
Apprenticeship Implementation Grant (COYA-AI) Funding amount – $500,000 to $2,000,000 Grant duration – 2.5 years
Eligibility Requirements
Eligible Applicants:
- Business
- Nonprofit
- Other Legal Entity
- Public Agency
Eligible Grant applicants must demonstrate a history of at least 2 years of serving opportunity youth in education, employment or workforce programs and have demonstrated successes in supporting opportunity youth to access employment. The selected recipients are required to be, work in collaboration with, or become through the grant:
· DAS Registered Pre-Apprenticeship Programs or
· DAS Registered Apprenticeship Programs
