Purpose:

The RESEA CRTA grant’s purpose is to optimize the RESEA program to improve outcomes for claimants most likely to exhaust Unemployment Insurance (UI), leveraging the insights of local practitioners to co-design strategies for more effective implementation and coordination of services. Additionally, the grant will use the RESEA program as a case study for enacting systems change across the state workforce development system.

Description:

The RESEA CRTA grant supports the assessment and development of strategies for improving the current service delivery approaches through a learning framework and a strong community of practice (CoP) with state and local leaders from the workforce development system. For this SFP, the workforce development system (WDS) is defined as a network of partners that include workforce development providers, community-based organizations (CBOs), and educational providers and may consist of labor unions and any additional partners that the EDD deems necessary to support the program improvements. The grantee will create a collaborative process for developing a RESEA delivery model to ensure that the network of partners works together to meet program goals, test innovations, and develop best practices for improving equity outcomes and systems change. Proposals must be received by 3 p.m. on June 5, 2023 . An informational webinar will be held on May 23, 2023 at 10 a.m. Pre-registration is required. This webinar will be the final opportunity for applicants to ask specific questions regarding the SFP and the application process. Pre-registration is required for all participants. Proposals will be accepted from (i) Non-profit organizations, foundations, and philanthropies; (ii) institutions of higher education or consortium of institutions of higher education; (iii) community-based organizations (CBOs); (iv) for-profit entities, including consulting firms; Individuals are not eligible to apply. The applicants must be based in the U.S.

Eligible Geographies:

Applicants to the RESEA CRTA PY 22-23 must be organizations with the capacity, relationships, and expertise to deliver TA services within all counties of the state of California.

The EDD will contact with subrecipients through a Subgrant Agreement (contract). The EDD may request that the contracts incorporate changes to the original project proposals. The awardees will officially enter into a contract with EDD to provide the services and serve the number of participants listed in the contract for the amount awarded.
