Purpose:

The Intermediary will guide program awardees in the forthcoming EMS Corps Program SFP. The Intermediary will be responsible for identifying potential service areas, project partners, and to assist in the development, implementation, and facilitation of Targeted EMS Corps program sites aimed to recruit, train, hire, and advance an ethnically and culturally inclusive health and human services workforce with improved diversity and higher wages.

Description:

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $22 million from the State of California General Fund for the Emergency Medical Services (EMS) Intermediary and Corps Program for Program Year 2022-23 (PY 22-23) Solicitation for Proposal (SFP).

The EMS Intermediary PY 22-23 grant aims to fund an organization that possesses the capability to identify potential service areas, project partners, and to assist in the development, implementation, and facilitation of EMS program pilot sites that recruit, train, hire, and advance an ethnically and culturally inclusive health and human services workforce. The intermediary must focus on improved diversity, higher wages, and serve the community they live in to support their community’s healthcare system. The successful project will assist program awardees with the design, development, and implementation of programs that incorporate data-proven strategies to increase the number of EMTs in local health service economies. The program intends to build meaningful and sustainable industry investment and partnerships, bolster healthcare systems, and develop projects with the best potential to place participants into quality jobs and career pathways leading to self-sufficiency.

Program proposals must reflect how the awardee will achieve the project goals and objectives outlined in the EMS Corps Program-Round 1 & 2 while considering the geographic regions' unique needs and challenges. Under this SFP, the program design should include at least three cohorts of 20 students, each lasting approximately five months for a minimum of 60 students participating in the cohort trainings.

Proposals must be received by 3 p.m. on Tuesday, January 17, 2023.

An informational webinar will be held on Tuesday, January 10, 2022 at 10 a.m. Pre-registration is required. The EDD encourages applicants to submit a Notice of Intent to apply by January 13, 2023, at noon to WSBSFP1@edd.ca.gov.

Individuals are not eligible to apply. The applicant must be based in the U.S.

To be eligible to apply for Round 1, an organization must have participated in Phase I: Planning and have established a new EMS recruitment and training program in a region in the state. All eligible applicants must have met the EMS Intermediary's readiness criteria outlined in the SFP.

Eligible Geographies:

Applicants to the EMS Intermediary PY 22-23 must be organizations that possess the capacity, relationships, and expertise to create and implement EMT training curriculum across the state of California.

The EMS pilot sites are located in or providing services to the following counties: Riverside, Contra Costa, Glenn, Butte, Colusa, San Bernardino, Fresno, Kings, Tulare, Los Angeles, Ventura, Sacramento, San Diego, and Stanislaus.

Available Funding Notes:

The EMS Intermediary may be awarded up to $8 million from the State of California General Fund. Each EMS Corps Program pilot site is eligible to receive up to $1.27 million from the State of California General Fund, with an accumulated Program award total not exceeding $14 million.

EDD will contact the applicants to negotiate and finalize contract details. EDD may request that the contracts incorporate changes to the original application package or exhibits. After negotiations, the EDD will mail the finalized contract to the subrecipients for review and signature. The state expects contract negotiations to begin immediately after providing official award notices.
