Purpose:

ERF is a competitive grant program available to assist local jurisdictions to provide services and supports to people experiencing homelessness in encampments that results in meaningful paths to safe and stable housing.

Description:

The California Department of Housing and Community Development (HCD) is pleased to announce the availability of Encampment Resolution Funding (ERF) Program Round 5 (ERF Round 5) grant funding. Pursuant to Health and Safety Code (HSC) section 50251. ERF was established to increase collaboration between HCD, local jurisdictions, and continuums of care (CoCs) for the following purposes:

  • Assist local jurisdictions in ensuring the safety and wellness of people experiencing homelessness in encampments.
  • Provide encampment resolution grants to local jurisdictions and continuums of care to resolve critical encampment concerns and transition individuals into safe and stable housing.
  • Encourage a data-informed, coordinated approach to address encampment concerns.

Eligibility Requirements

Eligible Applicants:

  • Other Legal Entity
  • Public Agency

Eligible applicants include counties, Continuums of Care (CoCs), and cities of any size.

Eligible Geographies:

Within the state of California
